District Boundaries

The Esplanade at Wellen Park Community Development District is an independent special district established pursuant to Chapter 190, Florida, Statutes. Sarasota County, Florida, established the District on April 22, 2025 by Ordinance No. 2025-010 of the County of Sarasota, Florida (the “Ordinance”). The Ordinance was filed in the office of the Florida Department of State on April 23, 2025 (known as the "Effective Date").The Ordinance is adopted pursuant to Section 190.005(2), Florida Statutes, and other applicable provisions of law governing county ordinances. This ordinance is also adopted pursuant to Sarasota County Resolution No. 2020-058.

The sole reason for the establishment of the District is to provide public facilities and services to support the development of the Community. The District will promote local economic activity, create local value, lead to local private sector investment and is likely, at least in the short-term, to support local private sector employment and/or lead to local new job creation.

The District is located entirely within Sarasota County, Florida, and covers approximately 444.49 acres of land, more or less. The site is generally located north and west of South River Road and south of Blissby Street and the West Villages Improvement District. The District will plan, finance, acquire, construct, operate and maintain infrastructure and community facilities which may be authorized by such district under Florida law, including but not limited to: conservation areas, irrigation (reclaimed) perimeter hardscaping, landscaping and irrigation, entry features, undergrounding of electrical conduit, roadways and pavement, utility water system, sanitary system, stormwater management/conservation, offsite improvements, and other infrastructure.

Legal Powers and Authority

The District will prevent the general body of taxpayers in the county from bearing the burden for installation of the infrastructure and the maintenance of certain facilities within the development encompassed by the proposed District. The District is the best alternative for delivering community development services and facilities to the proposed community without imposing an additional burden on the general population of the local general-purpose government. Establishment of the proposed District in conjunction with a comprehensively planned community, as proposed, allows for a more efficient use of resources.
